Sheila Breeding has worked in the insurance industry for over 30 years in public and government relations, communication and philanthropy. She is a senior executive on Allstate New Jersey Insurance Company’s operating board. She serves as general manager and public information officer.
Ms. Breeding has managed corporate media and communications strategy, consumer coalitions and grassroots action for public policy debates from Maine to New Jersey. Her career traces Allstate’s integration of public relations and government relations.
As Allstate’s New England lobbyist, she led a successful campaign to preserve the use of credit in Vermont. With a base of 5,000 New York employees, Sheila created an integrated, grassroots legislative strategy for the state including district lobbying, grassroots teams, key contact groups and inter-industry coalitions. During her tenure, she helped coordinate an industry-wide campaign to repeal a tax scheme requiring the property/casualty companies to collect sales tax for the state.
In New Jersey, she served on the 1997 managerial team that launched Allstate New Jersey Insurance Company. She was a member of the management team leading the CAIC campaign resulting in the 2003 modernization of the auto insurance market and the return of competition to the New Jersey marketplace.
She directs the Allstate Foundation, which grants over $300,000 a year to New Jersey non-profits. After launching www.keepthedrive.com with Bergen and Middlesex County teenagers, her staff and the Allstate Foundation added a parent education campaign in 2007 to promote parent-to-parent coalitions to change young driver behavior.
Ms Breeding is a resident of Somerset County.
